Moving to Ohio: the state rules newcomers meet first
Most first steps in the U.S. work the same everywhere. In Ohio, a few of them reach down to your county, your city and even your school district.
Thirty days, three kinds of offices. The Ohio Bureau of Motor Vehicles (BMV) treats you as a resident once you take a job, sign a lease, buy a home or enroll children in school, and gives you 30 days to transfer an out-of-state license or ID, vehicle title and registration (Ohio BMV). Titles come from county Clerk of Courts title offices, not the BMV (Ohio BMV). Since June 30, 2025, temporary residents seeking a limited-term license must also finish driver training and 50 hours of practice before the road test, unless they hold a license from one of six listed countries (Ohio Traffic Safety Office). The details: our Ohio driver’s license guide.
Income tax at more than one level. Many Ohio cities and villages levy their own income tax, and questions go to the city or the agency that collects it for them, not to the state (Ohio Department of Taxation). As of January 2026, 210 school districts also had an income tax, owed by where you live, not where you work (Ohio Department of Taxation). You can owe it even with no Ohio income tax due; look up your address in The Finder and give your employer Form IT 4 with your school district’s name and number (Ohio Department of Taxation). See state income taxes and your paycheck.
A state office for refugees. The Ohio Department of Job and Family Services (ODJFS) runs Refugee Services, which supports refugees with employment, education, health and other services (ODJFS). Its programs include refugee cash and medical assistance, health screenings and social services (ODJFS; ODJFS). Reach it at 614-466-4815 or REFUGEE@jfs.ohio.gov; its resettlement agencies page also links to the county offices directory (ODJFS). See refugee resettlement services.
Winter storms, and tornadoes too. Ohio winters can bring snow, ice, blizzards, freezing rain and flooding, and sometimes severe thunderstorms or tornadoes (Ohio Committee for Severe Weather Awareness). In 2026, the Statewide Tornado Drill was set for March 18 at 9:50 a.m., a time counties may use to test outdoor warning sirens (Ohio Committee for Severe Weather Awareness). In a tornado warning, the state’s severe weather committee says DUCK: go Down to the lowest level, get Under something, Cover your head and Keep in shelter until the storm passes (Ohio Committee for Severe Weather Awareness). Plan with our emergency preparedness guide.
